Locking an individual password to prevent subsequent reads and/or writes of that password, locking and unlocking individual memory banks, and permanently locking a password or memory are all part of the EPC Gen 2 air-interface protocol. The interrogator sends "lock," "unlock" or "permalock" commands to a tag. The exact command structure is spelled out in the standard, which you can download here.
