Could the device transmit RF signals?

Not unless you were to plug an RFID reader into it. Many devices send and/or receive RF signals, but for them to act as a reader, they must send data at the same frequency as the tag and use the same air-interface protocol (the language that the tag and reader employ to communicate). To make a crude analogy: I have a mouth and ears, as does someone from Russia, but I can’t speak Russian, so if the person from Russia doesn’t speak English, we won’t be able to communicate verbally. There are high-frequency (HF) and ultrahigh-frequency (UHF) interrogators that can be plugged into computers, cell phones and tablets to enable them to communicate with RFID tags. But without such a device, an iPad is just an iPad.
