Is there any way in which passive tags could be attached to paper or plastic items and then not be removed until disabled?

It depends on what you mean, precisely. There are tamper-evident RFID tags that can be placed on most smooth surfaces. If a tag is removed, the antenna breaks and the tag becomes disabled. This prevents someone from removing, say, a car registration sticker and placing it on a different car in order to hide a theft. I am unaware of a tag that can be removed cleanly when deactivated, however. That is, the adhesive property of a tag is not linked to whether or not the RFID transponder is working.
