The answer depends on the type of transponder you choose. In most cases, transponders communicate with an interrogator, and not with each other, and most systems can not determine a tag’s location with such precision to command that tag to vibrate when very close to another tag.
There are some active tags that form networks with other tags. These transponders could be programmed to vibrate when they are close to another transponder. However, transponders that form networks are fairly large, as they have a battery, two-way radio communication capabilities and a CPU. They are also fairly expensive.
