I think the main challenge involves getting battery power to the RFID reader so that it can continue to function for the required period of time. Another issue is how much computing power can be added to the drone. It must be able to read an RFID tag, interpret the data and then perform some action, such as taking a photograph.
That being said, it can be done. Researchers at Tufts University, for instance, have built a prototype flying robot that can navigate to different RFID tags and take photos of the associated area (see Drones to Capture Data from RFID Sensors on Bridges).
