The answer depends on what you want to achieve. If you are looking to read tags inside a pipe from the outside, the answer is likely no, as the reader's energy would bounce off the steel and never reach the tag. If you want to put readers and tags inside a pipe, however, that is possible. Some research has been done on tracking the flow of liquids through pipes by placing interrogators within them and reading tags as they flow by. However, it depends on what you are attempting to monitor. If the liquid has high water content, it will be harder to read than liquids containing less water.
