Can GPS Satellites Detect RFID Tags?

Is it possible for GPS satellites to detect radio frequency identification tags, or are such tags useable only in a localized setting, with interrogators and collectors utilizing radio frequencies or WI-FI?

There are certain RFID tags that can be combined with GPS devices to enable long- and short-range tracking. But conventional RFID tags are short-range devices that can only be employed in a localized setting. Active tags have a read range of 300 to 500 feet. Passive tags can be read at no more than 30 feet or so.
