Non Standard Tags for a novel application - do they exist?

I am looking for 868MHz tags that can be read with a standard radio tranceiver chip.
My application requires the range of UHF but has one reader for every 2-3 tags.
The standard systems are engineered to use one expensive reader to many very cheap tags.
As the ISO18000-6 tags use backscatter, it seem the the RF part of the reader needs custom and expensive LSI.
Does anyone make 868 half-duplex passive tags?
