Smart phone used as an rfid generator without a nfc chip

Can a smart phone generate an LF, HF or UHF RFID without having an NFC chip inserted in it. Would a standard RF reader/receiver be able to receive and read it as well as initiate the transmission. Could this be implemented with the download of a standard app or middleware into the smart phone device and are there any limitations?
