ISO 14443A tags are designed for financial transactions. To protect against someone intercepting data sent from a tag to a reader, the read distance is designed to be very short—a few inches. Therefore, such tags would not be suitable for tracking library books. They could work with a desktop PAD reader, but if you wanted to have security gates at the exits or enable personnel to inventory items, the short read range would likely prove to be a hindrance.
The ISO 15683 standard was originally designed for access control, and tags conforming to this standard have a read range of up to 3 feet (0.9 meter). Such tags became popular in libraries and other applications for inventory control. Given the longer read range, it would be more suitable for tracking books at a library.
