The U.S. government has not, to my knowledge, placed any restrictions on the exporting of RFID interrogators. The Export Administration Act of 2001 allows the government to restrict the exporting of high-technology items that "would contribute to the military potential of countries in a manner detrimental to U.S. national security." RFID doesn't have much military value, so it would not be included.
The Federal Communications Commission (FCC) doesn't govern exports, to my knowledge (RFID Journal's readers can correct me if I'm wrong about that). The commission would require that any interrogators being imported for use in the United States be FCC-approved. Guatemalan authorities have a different approach to frequency allocation than the U.S. government, and I do not believe there are restrictions on RFID under Guatemala's 1996 General Telecommunications Law.
