I am wondering if an RFID bio tag could be read by an analog broadcast tower?

I’m not sure what you mean by an “RFID bio tag.” Perhaps you mean an RFID tag that stores biometric data? Analog broadcast towers cannot read RFID tags. First, broadcast towers broadcast. They are not designed, by definition, to receive. Cell towers both transmit and receive radio waves, but they are not designed to communicate with RFID tags. Even if they could be altered to read tags, I’m not sure that would be very practical—all you would learn from reading tags with a cell tower is that there are tags within the broad range of that tower. You would not be able to determine an object’s precise location within that coverage area.
