Maximum read distance with 13.56Mhz ON-METAL

What is the maximum reading distance possible using 13.56Mhz (ISO 15693) on metal, using a 25mm round label tag (with ferrite layer backing) on aluminum? I am trying to obtain a reading distance of 3", and I believe the largest distance we were able to get so far is about 1.5". Is there a specific chip/tag combination that I should be looking into to achieve these distances? The interrogator will be custom made, so we have options as far as chip selection.
