RFID and swimming

I'm looking for a technology partner in the UK, or covering the UK, to explore and idea around using passive RFID tags to enable swimmers to record the number of lengths they swim in a pool on an ongoing basis. I need to understand from someone if this idea is possible and what are the considerations. I have a very basic understanding of RFID, but don't fully understand the different implications of using high versus low frequency or UHF or other technology I may not be aware of. I also need to work out the least intrusive way a receiver could be permanently installed in multiple different swimming pools

If anyone can help with the above it would be great to hear from you.
