That's simple—control. By chipping everyone, the New Global Order will be able to know where every single person on the planet is at all times, and resistance will be futile.
Actually, I may have been watching too many sci-fi movies.
No one I know wants to chip all human beings. In fact, I've never heard anyone say that chipping should be anything but voluntary.
