I reached out to the experts at AIM India to get an answer to your question. According to the agency's VP, Ashish Bhutani, systems operating at 125 KHz or 134.2 KHz do not require a license, while those operating at 13.56 MHz—which is common for access-control systems worldwide—can not be used in India without a license.
A license can be obtained from the Wireless Planning Commission to import and use equipment in the 13.56 MHz range. Permission is granted on a case-by-case basis. The Indian government is currently working on plans to allow the use of 13.56 MHz RFID systems without obtaining a license. The government has made part of the ultrahigh-frequency (UHF) spectrum—865 to 867 MHz—available for free, but most access-control systems do not presently utilize UHF.
