The short answer: No. The main concept of the Electronic Product Code (EPC) was to develop low-cost tags that would have a serial number, with data stored on the Internet related to each unique ID. This would make RFID tag costs cheaper, and the tags could be used like bar codes. That is, it was originally envisioned that all EPC tags would be one-use.

Over time, RFID tag providers developed a wide variety of EPC tags that could be either reused or put on an asset so it could be tracked throughout its lifespan. Currently, we see a mixture of tags used to track apparel, which are disposed of when an item is purchased, and tags that are used throughout the lifecycle of a product or asset.
