The reason is that it is far simpler to affix a tag at the point of manufacture, then track the item through the supply chain and have the customer remove the tag after he or she purchases the product. Some retailers have opted for reusable hard tags, but these require manual labor to apply the tag and a system for disassociating a tag ID with one item and associating it with another. If the process breaks down, you could wind up with a situation in which hundreds or thousands of hard tags with RFID transponders were associated with the wrong items, which would result in issues regarding inventory management.
