Would this be feasible with 1-millimeter precision in short range—approximately 30 centimeters maximum distance from readers?

This would not feasible, I'm afraid. Passive RFID tags indicate only that a tagged object is within a given read field. Some systems are designed to provide some positional data, but usually within a few feet and with larger tags. It is simply not possible to determine an item's location to within 1 millimeter.
