Yes, there is.

Omni-ID's Ultra tag is waterproof and has a read range of 35 meters, or 115 feet (see Omni-ID Launches New High-Performance UHF Gen 2 Tags). The tag is large, and is encased in plastic. There are probably other, smaller less expensive tags on the market that would meet your needs, but it is difficult to point to specific tags that could be read at a distance of 10 meters (33 feet). That's because read range depends on many factors, such as the reader you are using to interrogate the tags, the environment in which you are reading those tags and the material of the items you are tagging.
