I am not exactly sure what you mean by "RFID shipping," or which government you are referring to. If you are asking who tags items shipped to the U.S. government, it depends on how you define "government." Very few civilian federal agencies are currently employing RFID, though the Social Security Administration (SSA) is using the technology to track more than one million IT assets (see Social Security Administration Awards $3.3M RFID Contract). I think the tags were put on for the SSA, but the goods are not shipped to them with tags.

The U.S. Department of Defense (DOD) is one of the leading users of passive and active RFID systems. Boots, rations, ammunition and many other items the DOD purchases are delivered to the agency with RFID transponders for ease of tracking (see RFID Gets Boots on the Ground for Air Force and DOD Considers RFID-based Solutions for Tracking Food's Shelf Life).
