I'm designing a smart shopping system using RFID technology. How can I minimize the time it takes for communication between a reader and tags?

Sana,

The amount of time required to read an RFID tag is only milliseconds, so you would not need to reduce the amount of time for tags and readers to communicate. The issue with creating a smart shopping cart is making sure all tags are read. If you have a can of coffee sitting atop the tag of another item, for instance, it would be difficult to read the tag because the energy from the reader would be blocked by the metal of the can. This has been the challenge with automating supermarket checkouts with RFID. Tag-to-reader communication has not been a problem. If, for some reason, you need to reduce the tag-to-reader communication time below the few milliseconds currently required, I do not believe that would be possible.
