You could certainly use radio frequency identification technology to track children. We have several examples on our website of schools tracking children on and off buses, or in classrooms. However, the cost of covering 154.2 square kilometers (60 square miles) would be prohibitive. You could use long-range active RFID technology to track children over a longer range, but even active RFID has a relatively short read range: approximately 1,000 meters (3,280 feet). This means you would need to set up a large number of active RFID readers to cover the area. Each reader would require power and a connection to the Internet, either wired or wireless, and the cost would likely run you a few million dollars. I would suggest GPS technology as an alternative, as long as the children are outdoors.
