Can I use low-frequency RFID labels to track items located near a cell phone tower that is sending out high-frequency radio waves, or would this damage the labels?

The high-frequency radio waves emanating from the cell tower would not damage the low-frequency RFID transponders. You should be able to read these tags without interference from the tower’s signal.
