I'd like to block RFID signals in the bags I make, and have used Cryptalloy shielding foil in the past. Would simply placing an RFID tag, with the URL of my website contained in its memory to confuse anyone trying to steal credit card data, work as a blocker? I've heard multiple tags can't be read at once.

While it is technically correct to say that a reader cannot read more than one tag simultaneously, your proposed solution would not work. The device would read your tag and then any other tags in the bag or within its vicinity in rapid sequence. Readers can interrogate 50 tags or more within less than a second. Foil lining of almost any kind would shield tags in the bag from being interrogated. That being said, I would be remiss if I didn't inform you that fears of people reading tags surreptitiously are vastly overblown.
