What does it do?

I'm sorry, but I'm unsure what you are referring to. It sounds like you are asking about something in the EPC Gen 2 air-interface protocol, but there is no command called "data block" or "block," though there are BlockWrite, BlockErase and BlockPermalock. The BlockWrite command writes one or more 16-bit words at a time, the BlockErase command erases one or more 16-bit words at a time, and BlockPermalock renders a portion of the user memory on the chip permanently locked. Perhaps you could resubmit your question with a little more detail.
