RFID tags cannot be read through metal, that is true, and they can be detuned by being placed on metal. In these situations, you would not be able to read the tags—but there are specially designed tags that can be placed on metal, and can actually be read from a longer distance than those not on metal. So in almost all cases, you can find a tag to work on a metal object, or you can place the tag away from the metal foil, enabling the tag to be read, unless the item is oriented in such a way that the foil is located between the tag and the reader antenna. Companies typically use multiple antennas to prevent this from happening if they lack control of the item's orientation.
