My constraints: The EPC batch must be unique, and I need to use the GS1 standard. The tag must contain 128 bits of EPC memory and 512 bits of user memory. The company batch and lot numbers must be unique and 10-numeric, with a maximum number of items within a batch below 9,999. Any suggestions?

The task you are describing does not seem to be too difficult. There are many passive UHF RFID transponders on the market with 128 bits of memory for the Electronic Product Code and 512 bits of user memory. I would suggest you hire a good systems integrator that can encode the EPCs for you and write unique batch numbers in the user-memory field. The New Zealand Pathfinder Group might be a good place to start.
