Implants were originally envisioned as a way of linking a person to his or her health-care information, but that application has not really taken off. One reason is that everyone would have to agree on a standard, and there would need to be nationwide databases of health-care records, which don't yet exist.
Some people have had themselves "chipped" so that they could control access to their homes or computers. One bar in Spain actually chipped people and allowed them to pay for their drinks by having the chip in their body read. So yes, it is being used for personal matters.
