There really isn't an ultrahigh-frequency (UHF) vehicle scanner, I'm afraid to say. But there are readers and antennas that can be mounted at a parking-lot entrance that can read a windshield tag and open a gate. These typically are standalone readers that capture data and pass it along to a back-end system via an Ethernet connection.

ThingMagic offers a UHF RFID interrogator that plugs into a PC's USB port (click here), but the read range is only 12 inches. Skytech provides a similar product (click here). However, these might not have sufficient range for your application.
