Ceramic RFID tags are meant to withstand high pressure and temperature levels, but I do not know whether or not they could withstand the tempering process. You would need to ask the company that made the specific tags you are using. Tell them how hot and cold the tags would get during tempering, as well as and how many times the heating and cooling processes would be repeated. Such tags are pretty robust, so my guess is that they would survive tempering, but it would depend on the amount of heat and the design of the specific ceramic tags chosen.
