I believe that RFID readers are intentional radiators and, as such, must be certified by the U.S. Federal Communications Commission, regardless of their power output (see Electronic Code of Federal Regulations). The same is true, I believe, in the European Union. I encourage any of our readers who may have additional information about this topic to post it below.
