Can RFID Be Used to Track People?

How can I leverage radio frequency identification to track individuals? And is there any hybrid technology available with which I can marry RFID with GPS?

There are several hybrid RFID/GPS tags on the market, but I don't advocate using them to track people. Doing so without their knowledge is not just immoral—in some places, it is also illegal.
