Do you know if any country has adopted RFID for stickers or number plates? I need this information to advise my government.

South Africa is the one country I am aware of that has chosen to affix RFID tags to license plates for vehicle identification, rather than using windshield tags (see Electronic Vehicle Registration Picks Up Speed). However, it is certainly possible to affix tags to license plates. Here are a few other articles that may be of interest to you:
