I am not an expert on the United States’ Federal Communications Commission’s rules, but my understanding is that if you were conducting limited testing—say, using a single ETSI-compliant reader to test read range during a one-month period—you would not require any special license. If you were outfitting an entire warehouse with multiple readers to test their effectiveness throughout a one-year span, you would need a site license, which is a one-off license to use RF equipment that does not comply with FCC regulations.
