Our team is developing a software application to read RFID tags using a Motorola MC3190-Z handheld interrogator. We are using EMDK for .Net v2.9 and Visual Studio 2008, testing and deploying directly to the device. This reader is showing an unknown RFID tag code in every single reading, even if there are no tags within antenna range. This is the EPC code always present: A7423000AD47240312719F756E0000F0.
We have tested the reader in every possible environment, yet it's still reading this tag. We did a cold and hard reset to our RFID device, and still it is reading that tag. Everybody has a similar answer when I ask about it, and we have been stalled on this issue for a few days since realizing its existence. This process repeats when we use either our application or any standard RFID reader applications, such as RFID RapidRead/RFID Demo/Tag Locator (downloaded from the Motorola website).
If you have had any other subscriber who has been through this problem, or if you can point us to the right spot on any Internet forum website, we'd appreciate all your help.

To answer your question, I reached out to Stephen Schwartz, RFID Global Solution's CTO. Stephen says that the strap that comes with the MC3190-Z has an RFID tag embedded in it, for tracking purposes. If you simply sremove or destroy the tag in the strap, your problem will be resolved.
