Is anyone generally considered the technology's creator?

I don't know that any genetic testing has ever been done, but Charles Walton is sometimes referred to as the father of RFID. He received 10 patents pertaining to RFID-related devices, and one of his patents is said to be the first to use the acronym RFID. Others claim to have been issued earlier or more important patents. Sanjay Sarma, MIT's director of digital learning, is generally regarded as the father of the Electronic Product Code (EPC), a form of passive ultrahigh-frequency (UHF) RFID.
