That's a good question. There are lots of approaches to think about: the kinds of tags or inlays you'll want to focus on, the kinds of applications you'll be using them for, and what the low-hanging fruit might be to get you started. You'd probably get the most support from a potential customer, so it might be best to start there.
Support from a potential RFID tag buyer would help you identify what materials you would need, as well as who you might want as partners, such as tag IC manufacturers and antenna designers. Also, reaching out to IC makers and service bureaus could help you identify the steps you would need to set in place while getting started. They might also be able to help you direct your investment planning.
