Can you please recommend some top suppliers of desktop passive UHF RFID printers in the 860 to 960 frequency range?

Zebra Technologies makes an excellent small desktop RFID label printer called the ZD500R. If you need something more robust for higher-volume printing, I would recommend the company's TZ600 Series of industrial printers or its R110Xi4 printer. I would also recommend Avery Dennison's 9906 and 9855RFMP printer models.

Honeywell purchased Intermec and Datamax-O'Neil. The products of those companies were brought together with other Honeywell data-capture products, under the Honeywell Productivity and Workflow Solutions unit. You can find the company's RFID label printers here. In addition, SATO Global Solutions offers a small desktop printer called the CG2, as well as several high-volume printers, including the CL4NX.
