I need to read 13.56 MHz cards with a screen, a battery backup system and a Wi-Fi connection. The system would need to be able to read cards and post data into a local MYSQL database. Can you please help me?

There is not one single device you could buy that would incorporate a Raspberry PI 3 controller, a 13.56 MHz RFID reader and Wi-Fi technology. You could buy those components separately on the Internet and integrate them yourself to create what you need.
To find passive high-frequency (HF) readers that would work with a Raspberry Pi 3 controller, see this discussion on the Raspberry Pi Foundation's website.
