I believe the major RFID chip and inlay providers no longer offer WORM tags. When the first passive UHF RFID transponders were introduced, many used WORM chips. However, GS1's EPC standards specified rewritable memory with a feature called permalock, which allows users to lock the Electronic Product Code (EPC) memory. This enables users to create a WORM-like transponder, since the EPC cannot be written to again once the permalock feature is used. There might be a Chinese chip maker that offers a true WORM device, but it is unlikely to be significantly cheaper than the cost of a standard UHF Gen 2 RFID transponder, so I would advocate going with conventional tags and using the permalock feature.
