How would I get such a device? Would I have to consult with any specific expert?

It all depends on what you are looking for. There are literally thousands of different passive ultrahigh-frequency (UHF) RFID transponders available for almost every application, as well as many different types of passive high-frequency (HF) tags. If an existing tag would not work for your purposes, you would likely have to find a company willing to develop a new form factor for you. You are welcome to e-mail me directly at editor@rfidjournal.com if you would like to share what you need in confidence, and I can tell you if it is currently available—or, if not, who might be able to help you develop it.
