I need to be able to pinpoint athletes’ locations each second. I am looking into active RFID tags, but cannot find a manufacturer that sells only the hardware. Any suggestions?

The only type of active RFID system capable of locating an object to within 30 centimeters (11.8 inches) is ultra-wideband (UWB) RFID. The two companies that offer UWB systems are Zebra Technologies and Ubisense. Both sell the necessary hardware and software. Incidentally, most real-time location system (RTLS) providers sell tags, readers and software, though you might be able to purchase, via the Internet, Wi-Fi tags that are compatible with Wi-Fi systems.
