Omni-ID, Xerafy and others manufacture RFID transponders that can be attached to metal objects. You would need to experiment with various on-metal tags available to determine whether they can be read consistently.
Keep in mind that for products that contain foil, it might be possible to find sufficient space between the foil and a standard tag to enable that tag to be read, when the tag side of the box is facing the reader (as opposed to the foil side, which would block the RF energy from the device). If you can control the product's orientation to the reader, a standard passive tag could work.
