I am looking for an interrogator that can read a specific tag whose ID number is known.

This is pretty much standard for RFID handhelds. If you are looking for an ultrahigh-frequency (UHF) reader, all Motorola readers have an application that turns the device into a “Geiger counter.” Instead of beeping more loudly as the level of radiation increases, the units beep louder and more frequently as a user gets closer to the specific tag being searched for.
