There are many different types of RFID transponders (an RFID chip is only one part of the transponder). Some smartphones come with an embedded Near Field Communication (NFC) reader. NFC is one type of RFID technology. So if your phone has an NFC reader, it can read an NFC transponder.

However, NFC's read distance is designed to be short, since it was created for financial transactions and short-range communication between phones (you have probably seen the Samsung ads in which people share playlists and photos). So you could not use your phone to locate an object with an NFC tag unless you were very close to it—for example, waving your phone over socks in your sock drawer to locate one unique pair of socks.
