There is no such thing as a "tamper-proof" RFID tag. Anything can be tampered with. Tamper-resistant tags are encased in hard plastic or some other material, and are affixed with strong adhesive to make the them difficult to remove or disabled. Tamper-evident tags are the most common. These tags have special antennas that destroy their transponder if it is removed. This prevents the tags from being removed and placed on other items. Such tags are used for electronic vehicle identification, for example.
