A fixed reader is any reader that was broken but has been repaired.

OK, bad joke. A fixed reader is one that is designed to be stationary—that is, to be attached to a portal or mounted on a wall or in a ceiling. These contrast with mobile readers, which are designed to be placed on forklift trucks or carts, and with handheld units designed to be, well, held in a person's hand.
