I have heard the term used in different ways. The most common usage is to describe an automobile license plate with an embedded or affixed RFID transponder, which can be read from a distance. The term is also used to describe a simple RFID tag or label that has no data other than the serial number, so it is like a license plate that can be read remotely via radio waves.
