Would it be ruined if it were to become wet, or would it still offer protection from RFID reading?

Paul,

Your wallet should not be affected by becoming wet. What blocks the signal to the tag is either a metal liner or some carbon material that absorbs RF energy, depending on the type of wallet (most use a metal liner). This should not be affected by moisture.
